Kalabahi, PT Jeri Karya Utama yang mengerjakan jalan lingkar pura, kecamatan pura, kabupaten Alor, pada tahun anggaran 2021 diputuskan hubungan kerja(PHK) dari pemerintah melalui dinas pekerjaan umum dan perumahan rakyat (PUPR) kabupaten alor. Proyek yang dibiayai oleh dana alokasi khusus(DAK) dengan nilai sebesar 9 Milyar lebih terpaksa di-PHK karena belum tuntas, namun waktu telah habis. Progres fisik terakir saat di-PHK kan kepala dinas melalui pejabat pembuat komitmen(PPK) sebesar 51,8%.
Demikian diungkapkan PPK Proyek Lingkar pura, Mas Nurdin,ST, atau biasa disapa Mas Nur, ketika ditemui media ini di ruang kerjanya pada 13/12/21.
Menurut Mas Nur, waktu pelaksanaan sesuai kontrak yang ditandatangani, 240 hari kelender, namun tidak selesai sehingga diberikan adendum waktu 28 hari kerja dispensasi dari badai Seroja yakni, mulai dari tanggal 10 September hingga 7 Oktober,kemudian ada pemberian waktu 50 hari lagi untuk menyelesaikan sisah pekerjaan dari tanggal 8 Oktober hingga 26 November 2021. Namun per 26 November pihak ketiga tidak menyelesaikan pekerjaan maka dikeluarkan surat untuk Show Cause Meeting(SCM)pertama.kemudian tanggal 29 November dan 10 Desember SCM kedua dan SCM ketiga tanggal 13 Desember sekaligus memberikan surat PHK kepada perusahan tersebut, jelas Mas Nur.
Setelah PHK ini, kata Mas Nur, pihak ketiga juga dibebankan untuk memenuhi kewajiban- kewajibannya. Antara lain, membayar denda keterlambatan selama 50 hari kerja.
Karena pihak ketiga tidak melanjutkan pekerjaan maka kami tidak sita jaminan pelaksanaan, tapi pemerintah minta kontraktor bayar jaminannya.
” Tadi kuasa Direkturnya sudah buat pernyataan untuk membayar kewajibannya itu ” ujar Mas Nur.
SCM ketiga sekaligus PHK dihadiri langsung oleh kuasa direktur, Akap Malaikosa sehingga telah buat surat pernyataan secara sadar dan tidak ada paksaan untuk membayar denda keterlambatan dan jaminan pelaksanaan.
PHK pemerintah kepada perusahan PT Jeri Karya Utama sudah sesuai aturan. PPK sekaligus kepala bidang bina marga ini mengatakan, kurang lebih satu bulan pantauan kami di lapangan tidak ada aktifitas, sebab alat berat rusak( eksavator) dan alat pemecah batu juga rusak, selain itu, tenaga kerja juga kurang. Maka sebagai PPK harus mengambil sikap yang tegas untuk mengakhiri pekerjaan tersebut. ” Kalau dibiarkan melanjutkan pekerjaan maka nanti susah kita ambil keputusan lagi , karena denda keterlambatan juga jalan” sebut Mas Nur.
Pemerintah juga tidak menginginkan pekerjaan ini gagal karena sudah dianggarkan dana yang lumayan besar, namun fakta di lapangan tidak tuntas, tidak aktifitas pekerjaan dilapangan. ” Kami juga tidak ingin proyek ini gagal, tapi kondisi dilapangan seperti ini, apa harus dibiarkan”?, tanya Mas Nur.
Progres fisik dan keuangan seimbang. Yakni fisiknya 51,8%, keuangannya juga sekitar 5 Milyar yang telah dibayar kepada kontraktor. Jadi sisah dana 4 milyar lebih akan ditenderkan kembali pada bulan maret- April tahun anggaran 2022.
Memang sudah habis pembahasan anggaran pendapatan belanja daerah (APBD) 2022, tapi nanti penyempurnaan akan dimasukan tahap ketiganya atau sisah dana dari pekerjaan proyek lingkar pura tersebut, kata Mas Nur.
Proyek jalan lingkar pura yang sudah diaspal sekitar 2, 158 km lebih, sedangkan yang sudah ditaruh agregat sekitar 1,86 km lebih juga .untuk segmen pertama dan segmen kedua dari apuri ke reta sebahagian sudah diaspal. jadi keseluruhan ruas panjang dari segmen pertama dan kedua yang harus dikerjakan sekitar 3 km lebih .Proyek lingkar pura dengan nilai 9 milyar yang dibiayai oleh dana alokasi khusus( DAK) akan dilanjutkan lagi tahun anggaran 2022. Kuasa direktur PT Jeri Karya Utama, Akap Malaikosa yang dihubungi metroalor.com via hendponnya pada 13/12/21 sekitar pukul ,16.53 WITA , belum bisa menjawab.***
