PT Araya Flobamora perkasa(AFP) pelaksana proyek pembangunan tempat pembuangan akir (TPA) lembur, didesa lembur timur, kecamatan lembur diduga menggunakan material dari pemerintah daerah (Pemda) Alor .
Menurut Yafet Famai atau sering di sapa Kapten, salah satu masyarakat desa lembur , kepada media ini pada kamis14/10/21 mengatakan, tanah untuk proyek TPA sudah di beli oleh Pemda Alor , kemudian perusahan yang kerja proyek tersebut gunakan alat berat untuk pekerjaan TPA. Selanjutnya saat pelaksanaan galian dapat material batu dan pasir.selanjutnya material tersebut di gunakan lagi untuk pembangunan proyek TPA .
Anehnya lagi lanjut kapten,selain gunakan untuk proyek, material itu juga di angkut keluar dengan truk ke bescampnya Sinar karya di likuwatang.
Setahu saya proyek dengan anggaran 15 milyar lebih itu dalam kontraknya sudah jelas bahwa ,ada koari – koari material yang sudah di tetapkan beserta biayanya. bukan pakai material yang kebetulan dapat di lokasi, terang kapten.
” Mereka tumpuk material empat gunung di samping TPA lalu angkut keluar ke gudangnya sinar karya, padahal itu aset Pemda sama saja mencari keuntungan dari proyek tersebut,” ujar kapten yang mengaku melihat sendiri aktifitas di lokasi proyek .
Menurut Kapten, ada sekitar 1000 ret pasir dan 600 ret batu yang di muat keluar. Praktek ini sudah jelas merugikan daerah .Mestinya kalau kontraktor mau gunakan material yang ada di lokasi di bicarakan dengan Pemda , lalu mau di angkut keluar juga harus di beli dari Pemda agar masuk dalam kas daerah ,tandas kapten.
Pemerintah desa dan kecamatan sudah tidak punya kewenangan untuk menangani persoalan ini karena sudah menjadi tanggung jawab dari Pemda , kecuali kalau ada persoalan tanah, ujar kapten.
Sementara itu pengawas sekaligus pelaksana proyek TPA lembur, Ansel Mail yang di konfirmasi via hendponnya pada jumad 15/10/21 mengakui menggunakan material pasir dan batu yang ada di lokasi tersebut.
Menurutnya, kalau pasirnya bagus maka langsung di gunakan ,tapi kalau kurang bagus di angkut ke koari bestcamp sinar karya untuk di campur baru diantar kembali ke proyek. Sementara untuk batu langsung di gunakan.” He he he…. batu tidak bisa campur to Kaka jadi langsung dipakai” ungkap Ansel.
ketika di singgung apakah termuat dalam Rencana anggaran biaya (RAB) atau kontraknya seperti itu, Ansel mengaku tidak mengetahui soal itu. ” masing-masing kita sudah punya tugas, sehingga saya tidak tau. Saya sebagai tenaga teknis di lapangan jadi tidak tau soal RABnya” ungkap Ansel
Progres fisik pekerjaan saat ini kata Ansel, sudah mencapai 60 %. Di perkirakan akan selesai sesuai jadwal dalam kontraknya pada bulan Desember 2021.
Kepala badan keuangan dan aset Pemda Alor , yang di konfirmasi melalui kepala bidang aset, Amrullah, kaget mendengar informasi soal pemakaian dan angkut keluar material dari tanah Pemda.
Menurut Amrullah, seharus kontaktor atau pengusaha material berkoordinasi dengan Pemda ,jangan main pake pake saja. ” Itu tanah Pemda yang di peruntukan untuk Pembangunan TPA lembur , sehingga semua aktifitas atau material didalam lokasi itu milik Pemda. Saya akan laporkan hal ini pada ibu kaban untuk ditindak lanjuti,” tandas Amrullah. (yus)
