Kalabahi, metroalor.com, Sedikitnya Tujuh paket Proyek dari sumber dana alokasi khusus(DAK) dengan nilai sekitar puluhan milyar, tahun anggaran 2022 terancam disetor kembali pada kas Negara. Pasalnya, sekitar tujuh paket tersebut sudah tiga kali gagal lelang, dibagian unit layanan pengadaan barang dan jasa Setda Alor.
Karena pengusaha atau perusahan yang mengerjakan paket pekerjaan konstruksi jalan dan jembatan di kabupaten Alor, belum semuanya memiliki SBU yang baru, sesuai dengan ketentuan dan perundang-undangan dari bidang jasa konstruksi kementerian pekerjaan umum dan perumahan(PUPR) republik Indonesia (RI).
Sebab, untuk mendapatkan SBU baru harus ada sejumlah sarat yang diduga memberatkan kontraktor lokal Misalnya, tenaga teknis minimal berijasah sarjana teknik.
Demikian diungkapkan ketua dewan pimpinan cabang (DPC) gabungan pelaksana konstruksi Nasional indonesia(Gapensi) kabupaten Alor, Yupiter Moulobang,SH melalui sambungan telepon dengan metroalor.com pada 10/3/22.
Piter mengakui, memang ada beberapa paket dari dana alokasih khusus( DAK) tahun 2022 yang gagal lelang di unit layanan pengadaan barang dan jasa yang diumumkan melalui LPSE Alor. Nah masalah utamanya kata Piter, ada sebahagian kontraktor Alor yang SBU nya telah mati pada 31 Desember 2021 sehingga harus mengurus kembali. Kendalanya, semua pengurusan melalui kementerian PUPR di Jakarta. Selanjutnya, untuk mendapatkan SBU baru harus melengkapi dokumen tenaga teknis, kendaraan dan sebagainya.
Sehingga lanjut Piter, walapun aturan secara nasional sudah diterbitkan namun pemerintah daerah(Pemda) kabupaten Alor juga harus berkoordinasi dengan kementerian agar sarat- sarat dokumen lelang jangan dipersulit. ” Artinya ada kebijakan dan kearifan lokal dari Pemda Alor yang bisa dibuat dalam sebuah surat keputusan(SK) sebagai sarat dalam dokumen lelang agar kontraktor lokal juga bisa ikut dalam pembangunan di daerah ini” ,sebut Piter.
Menurutnya, jika paket yang sudah gagal lelang sebanyak tiga kali pemerintah bisa mengusulkan untuk merubah Spec atau jenis pekerjaan lain . ” Kami dari asosiasi minta agar jenis pekerjaan hotmix dirubah menjadi rabat beton agar kontraktor lokal bisa ikut dalam proses tender itu”,ujarnya.
Dalam aturan, jelas Piter, jika salah satu paket yang sudah gagal lelang sebanyak tiga kali ,pemerintah bisa melakukan swakelolah atau penunjukan langsung pada kontraktor, karena dianggap tidak ada peminat tender. Namun jenis pekerjaan hotmix tidak mungkin diswakelolakan oleh dinas atau penunjukan langsung(PL) pada kontraktor, karena pekerjaan sangat spesifik.Karena itu, sebaiknya diusulkan untuk rubah pekerjaan saja. ” Misalnya hotmix dirubah jadi siklop atau pekerjaan lapen agar semua kontraktor lokal bisa ikut. Yang punya AMP di Alor untuk pekerjaan jalan hotmix, cuma ada dua orang pengusaha saja . Kalau mereka tidak mau ikut tender na mau bagaimana”, tandasnya.
Walaupun ketentuan pusat dana DAK harus pekerjaannya jalan hotmix, tapi ada kebijakan dan pertimbangan daerah, karena tidak semua kontraktor di alor punya AMP. Kalau tidak merubah Spec dan jenis pekerjaan tersebut, maka dana akan dikembalikan pada negara, akirnya rakyat dan pemerintah daerah rugi.
pengurusan SBU sebelumnya dilakukan di LPJK namun saat ini harus melalui salah satu direktorat jenderal kementrian PUPR, jadi sedikit rumit.”Jadi PU yang sudah buat sarat makin sulit bagi kontraktor na”, kata Piter .
Coba om wartawan konfirmasih dengan kepala dinas(kadis) PUPR Alor. Karena informasih yang saya dengar, kadis dengan kepala bidang bina marga ada di jakarta untuk kordinasi tentang hal ini, pinta mantan sekretaris Gapensi itu.
Informasih yang diperoleh media ini bahwa, paket-paket yang diduga tiga kali gagal lelang dengan nilai dana mulai dari 3-6 Milyar antara lain, ruas jalan, Bagalbui- Eibiki, Lantoka -Peitoko,Kolana -Takala,Mataraben- buraga, Mainang- Apui.
